Our Programs

Clean City Cart Program

Residents are required to use the carts that the city has issued to each household. If any trash or recycling is put out in a non-city-issued cart, items will not be picked up.

 
  • All waste streams must be securely stored between collections and put out in carts on your collection day with the lid firmly closed. Carts and barrels must be taken off the curb after your collection day and cannot sit out until another collection. Seasonal residents or residents on vacation should kindly ask a neighbor to take in empty carts and barrels or hire a property management company to ensure this task takes place. Non-compliance could result in a fine from the zoning department.
  • Recyclable items should fit into your cart with the lid firmly closed. Recyclables should be placed loose in carts and not be placed in plastic bags.
  • All regular household garbage must be bagged and placed in the cart with the lid firmly closed. Please do not place concrete, hot ashes, construction and/or demolition debris or hazardous waste in the cart.
  • If your household generates extra trash or recycling on a consistent basis, extra carts are available for rent (as determined by city ordinance). City-issued cart rental for trash cart - $250 per annum; City-issued cart rental for recycling cart - $60 per annum; Carts will be charged for a minimum of 1 year with no ability to pro-rate cost. To rent extra carts, please email cleancity@newportri.gov with your name, address, phone number and a completed Cart Request Form. If you are unable to print the attached form, copies are available in the Collections Office at City Hall where you would make payment.

Bulky Waste Collection Program (Schedule Pickup)

For items that cannot be reused or recycled, the city offers the Bulky Waste Collection Program for items that may not fit in city issued residential carts. Appointments for collection are available every other Thursday for a fee.
 
  • To make an appointment for pickup, please contact Waste Management online at https://www.wm.com/us/en/home/bulk-trash-pickup. Enter the service address and choose a collection date that works best for you. Appointments can also be made by calling 1-800-972-4545.
  • Online appointments must be made 2 days in advance of the available pickup date. Calls made to the Waste Management Customer Service line must be made prior to 1:00 pm on the day before the available pickup date.
  • Items must be placed curbside by 6 a.m. on the day of your appointment.
  • The collection fee for Bulky Items is $31.50 and for White Goods is $42.00. Bulky Items include but are not limited to couches, upholstered or wooden furniture, and mattresses. White goods include but are not limited to stoves, refrigerators, dishwashers, washers, dryers and air conditioners. For more information on whether an item is acceptable for collection, please consult with a Waste Management call center agent.
  • Once full payment has been made and your collection appointment has been scheduled, the agent will supply a reference or ticket number as your confirmation. If booking your appointment online, be sure to provide a valid email address in order to receive your confirmation number. 
  • Missed appointments will result in the need to contact the Waste Management call center to again make payment and schedule another appointment. No refunds will be given unless cancellation of a scheduled appointment is made by contacting the Waste Management call center with your confirmation number by noon the day before the scheduled collection. Please keep in mind that leaving items curbside for longer than 24 hours may result in a fine per city ordinance.
Bulky Waste Drop-Off

Newport residents have the option to bring their bulky waste to the Waste Management Transfer Station. Waste Management Transfer Station hours of operation are Monday through Friday 800am to 315pm, and Saturday 800am to 1200pm. No appointment is necessary.
 
  • Homeowners: Allowed 2 free dumps per fiscal year (July through June) and up to 500 pounds per load. After 2 free dumps, homeowners will get a discount of 30% off the scale weight. Please provide a hard copy your water or property tax bill as well as your government issued photo ID to present to the scalehouse.
  • Renters: Get a discounted rate of 30% off the scale weight (minimum of 1/2 ton). Please present a hard copy of your electric bill or lease as well as your government issued photo ID. 
All vehicles must stop at the scalehouse to be weighed.

Overflow Trash Program
  
The Overflow Trash Program is a way to dispose of extra trash which may be generated by residents during the course of the year. During certain periods of the year, such as holidays and large gatherings when residents produce extra trash which will not fully be contained in the city provided carts, residents can take advantage of this easy and economical option.

This program allows the resident to purchase specially colored and marked 33 gallon plastic trash bags to supplement carts at a handful of local retailers. Bags will be sold in rolls of 5 for $12. With overage items, residents are first asked to recycle and compost as much as possible before sending items to the landfill.

  • Stop & Shop – 250 Bellevue Avenue
  • Stop & Shop – 199 Connell Highway
       *Please note, these retailers do not keep the bags out on the sales floor. Ask any cashier upon checkout for a roll. This store list is subject to change, so please call store location to confirm bag availability.

Important things to remember:

  • Always use your trash cart 1st – ONLY use overflow bags when your cart is full.
  • These bags must be placed on top of your trash cart on collection day.
  • ​These bags are not to be used for bulky items – they can ONLY be used for additional bagged household trash.
  • These bags are for trash only – no recyclables, yard, construction or hazardous materials accepted.
  • Each bag mush be securely closed and tied.

Free Compost Program

Newport Launches Free Curbside Food Scrap Composting Pilot Program
2-Year Pilot Project Offering 1,500 Residents with Free Composting

If you've ever wanted to learn about or practice composting in your home, then be sure to sign up today as we partner with 11th Hour Racing, Eastern Rhode Island Conservation District and Black Earth Compost for this free curbside food scrap collection pilot program. Running from Oct. 5th, 2025 - Oct. 2nd 2027, 1,500 Newport residents are eligible for free weekly compost collection (a $149.99/yr value) and a curbside bin starter kit ($36 value).

Participants will receive clear instructions on how to compost in the program, a free cubic foot bag of finished compost each spring, and an online account to manage their service. To learn more, or to sign up, head over to www.BlackEarthCompost.com/Newport today

Commercial Recycling Program

The Clean City Program, in partnership with Waste Management, offers a commercial recycling program for small businesses in the City of Newport.
The program was created to help more entities recycle and to help the city increase its recycling rate. Qualifying business owners can save money due to the simple fact that separating recyclable goods from the waste stream can decrease the ultimate weight of and cost of disposal of the solid waste streams.
This program is aimed at small businesses that currently do not have a recycling program and will not exceed the containers offered in this program. Residential units such as rentals or condos over 8 units that that are not included in the city’s trash and recycling program may also participate in the commercial recycling program.
Businesses must sign a service agreement with Waste Management in order to start service and may contact WM directly at (401) 847-0230.

Adopt-a-Barrel Program
 
Thank you for wanting to make Newport cleaner and greener by participating in Newport’s Adopt-a-Barrel Program. By a taking responsibility for its emptying, cleaning and upkeep, you will be able to adopt a barrel from the City of Newport for usage near your business.

Applying Businesses must:
  • Have an established commercial account for waste disposal;
  • Complete an application with the Public Works Department;
  • Maintain the barrel to the level of which the barrel was delivered;
  • Provide and secure a sign to the barrel to promote the adopter of the barrel.
