Zoning Board of Review


The Zoning Board of Review is responsible for overseeing and administering the City's zoning code in a fair and equitable fashion. 

The Planning & Development Department has now implemented fully online Zoning Applications for Variances, Special Use Permits, and Zoning Officer Modifications, starting on April 9, 2025! You can apply on ViewPoint for a Zoning Application for a Variance and/or Special Use Permit. You can also apply online for a Zoning Officer Modification. Hard copy applications will no longer be accepted. If you need assistance, the Zoning Office has a computer and staff to assist, but you must bring a flash drive with any plans and materials.

Please see the Zoning Application Submittal Requirements for required documents to include with your online applications. Guidance documents are provided on our Forms Page, to assist property owners and applications in the creation of the necessary plans.

 
Please note: Variance applications and Building Permits utlizing Substandard Lot Proportionality will be required to provide a Site Survey, prepared by a Certified Land Surveyor, in order to prove the accuracy of dimensional relief or new dimensional requirements allowed under State Law.

Helpful Zoning Information

APPLICATION DEADLINE

To account for State-mandated public notification requirements, the higher volume of applications, and necessary completeness reviews, the deadline for submitting zoning applications shall be the Second Tuesday of each month to appear on the following month’s Zoning Board of Review’s Agenda. 


Upcoming Zoning Board Hearings

The February 2026 Meeting of the Zoning Board of Review scheduled to be held on Monday, February 23, 2026 at 6:00pm at City Hall, 2nd Floor Council Chambers, 43 Broadway HAS BEEN CANCELLED due to the Winter Storm. All items will be re-advertised for the March 23, 2026 Regular Meeting.

App. #ZBR-26-13 PETITION OF CYNTHIA RICH, applicant and owner, 7 Sylvan Terrace, TAP 33, Lot 097 (R-10 Zone) for a dimensional variance to demolish and existing detached carport and construct a new one car garage, located 1.92’ from the right (west) side property line (6.03’ required). 
 
App. #ZBR-26-14 PETITION OF AINA & JEFFREY F. PALLIS, applicants and owners, 14-16 Bull Street & 2 Central Street, TAP 21, Lot 032-6, (R-10 Zone) for dimensional variances to expand an existing, legal, non-conforming, detached 3-car garage by 3’ to the south, raising the garage walls located 1’ from the right (north) side property line (8.28’ required), demolishing a deck and constructing a new porch connection between the main house and the garage, increasing the lot coverage from 43.61% to 45.16% (23.44% allowed), and modifying a shed-roof dormer by reconstructing the dormer roof as a hipped roof, reaching a height of 32’-9” (30’ allowed).

The Zoning Board of Review currently features 7 members, (five regular, plus two alternates) appointed by the City Council to staggered five year terms. 

Meetings are typically held the fourth Monday of the month in the Second Floor Council Chambers at Newport City Hall, 43 Broadway.
